The phone sits face up on a kitchen table, refreshing. A father waits for his daughter’s exam results. The loading circle spins, stops, spins again. He walks to the window, holds the phone higher, watches the signal bar stay empty. Nothing is broken in his house. The charger works, the screen is bright, and the neighbors’ phones are just as dead as his.

Most of us read a moment like that as bad luck: a tower down, a storm, a cable cut somewhere. Often it’s something else entirely. A written order gets sent to a company and carried out within minutes. The network didn’t fail. It was turned off.


The Order Comes Before the Outage

Here’s the part that surprises people who work outside telecom: a national blackout doesn’t require damaging anything.

It requires paperwork.

An internet shutdown is a deliberate disruption of network access, ordered by an authority and carried out by the companies that carry the traffic. In plain terms, someone with legal power tells an internet service provider, the company that sells you your connection, to stop passing data. The provider complies because its license to operate depends on it.

Cloudflare, a company that monitors global internet traffic patterns for a living, put the human weight of that plainly, describing shutdowns as “depriving thousands or even millions of their only means of reaching their” audiences and communities [Cloudflare].

Access Now documented at least 313 shutdowns across 52 countries in 2025, which means the practice is spread across most regions of the world rather than clustered in a handful of states [Access Now].

For a general reader, this means a dead signal is far more likely to have a named author than a technical cause.


Exams, Elections, and Timing

Look at when shutdowns happen, and the intent becomes hard to miss.

Cloudflare recorded ten government-mandated shutdowns in Sudan between April 13 and 23, 2026, timed to national exams [Cloudflare]. That’s ten separate cuts inside eleven days. That’s not a fragile network buckling under load. That’s a schedule.

Longer blackouts show a different pattern. Iran restored national access after 88 days offline, a blackout that began on February 28, 2026 [Cloudflare]. Recovery was slow and partial. Traffic sat at only 40 percent of pre-shutdown levels the day after access started returning [Help Net]. Connections come back faster than the businesses, appointments, and habits that ran on them.

The money moves too. One industry summary estimated the economic cost of deliberate shutdowns at $19.7 billion in 2025. Governments that order blackouts are also paying for them.

For a general reader, this means shutdowns tend to land on the days when information matters most, and the bill arrives afterward.


Why the Free Internet Idea Misleads

The comfortable assumption is that the internet routes around damage, designed to survive a nuclear strike, decentralized by nature, ungovernable.

That story is half true, and the missing half is where the control lives.

Every connection you’ve ever made passed through physical objects sitting inside a legal jurisdiction:

  • Undersea cables that come ashore at a small number of landing stations

  • Internet exchange points, the buildings where different networks hand traffic to each other

  • Cell towers licensed by a national regulator

  • Data centers owned by companies that answer to local law

The fewer exchange points a country has, the faster a shutdown can be executed, because traffic already funnels through a short list of doors. Mobile networks are the easiest of all to close, since the licenses that let them operate come with obligations attached.

Decentralization protects against accidents remarkably well. It offers much less protection against a lawful instruction delivered to the four or five organizations that own the doors.

For a general reader, this means the internet feels borderless mainly because its physical control usually stays out of sight.


Reading Infrastructure as Power

Once you see shutdowns as instructions rather than incidents, accountability becomes traceable.

Someone signed the order. A regulator issued it. An operator carried it out. Advocacy groups build their casework on exactly that chain, and courts and human rights reviews have increasingly examined how states use technical control over networks to limit what people can say and find out.

That reframing changes the questions worth asking. Not “when will service return” but “who decided, under what authority, and for how long.” Access Now’s position is direct: shutdowns are always an attack on human rights [Access Now].

It also explains why engineers and rights researchers keep ending up in the same rooms. A network diagram and a map of political power are, in many countries, closer to the same document than either field expected.

Go back to the phone on the kitchen table. The father holding it up near the window isn’t fighting bad weather or a tired router. He’s standing at the far end of a chain that runs from his hand, through a cell tower, into a licensing office, and up to a signature on a document he’ll probably never see. The next time you hear that a country has gone dark, the useful thing to look up isn’t the outage map. It’s the name of the regulator or the operator that carried out the order. Someone flipped a switch, and switches have owners.
